But how does Vigan become city now then a Municipality?
During the Spanish colonial period, Vigan was a stronghold city and the primary center of trade, governance, tourism and culture on Northern Luzon. Its primarily location on the Mestizo River encouraged the interaction between locals and foreign traders. Vigan's economy was primarily agricultural, with rice and tobacco as the main crops.
